- PCA funds provided by NALC, $1,200 for self only and $2,400 for self plus one / self and family.
- No out-of-pocket expense for covered in-network preventive services
- Lower monthly premiums than the High Option Plan
- Nationwide network through Cigna OAP
- Unused PCA funds roll over year-to-year with a maximum amount allowed in any given year not to exceed $5,000 for Self Only, and $10,000 for Self Plus One/Self and Family.

The PSHB Program is the new health insurance program for Postal Service employees, retirees, and their families. It offers medical, prescription, preventive, and wellness benefits through trusted national partners.
All Postal Service employees, retirees, and their eligible dependents can enroll in NALC HBP during Open Season or after a qualifying life event.
NALC offers two PSHB plans: the High Option Plan and the Consumer Driven Health Plan (CDHP). Both plans provide access to the Cigna PPO network, CVS Caremark pharmacy coverage, preventive care, and digital wellness programs.
The plan uses the Cigna PPO network, which gives members nationwide access to doctors, hospitals, and specialists, plus emergency coverage anywhere in the world.
